In Bosnia-Herzegovina the Dayton Peace Agreement was signed two years before. Peace was unstable and required monitoring by international peacekeepers. There were still recrudescences in some particularly disputed areas. The first of a long series of fully internationally managed elections took place. Some improvised dance helped to relax the tension before the opening of the polling stations. People were anxious to resume activities that resembled an ordinary life…
